I was in Chandigarh 10 years ago and loved it, but unfortunately I'm not there now, sorry I can't help you out.
I hope the rose gardens are still beautiful and that you have the best of luck getting hooked up with the laptop you need.

An option is to get a comp on rent for a month. I am sure that they are easily available in most towns, and Chandigarh is a big city. :) It shouldn't cost more than Rs. 300 or so, per month. Would definitely save a lot on cybercafe bills!
