I am going to write a story of my Home Town of Toledo.
I am going to give some background on this. Recently this "city" has a problem of a population bust, (meaning people are leaving in hordes) Also they recently built a new bridge over the Maumee River. This is my idea on how to combine the two in order to attract tourism, money and jobs to the area.
The rough and short idea is the Mayor reads this in the local paper and his advisers ask him what to do. He comes up with an idea.
The next part is where a person (I allude and drop hints of the person being a cancer patient but not say it out right.) and he pays a large fee to visit the bridge and gets a chance to see the top.
Then I drop hints that to commit suicide was made legal by the mayor above and use it as some form of dark tourism and the final part is the patient being shoved off willingly by the tour guide and that would be the end.
The problem is how do the hell I write it?

Edgar Poe was dark in his own way without using profanity. Stephen King also did in some shorts he did also.
Its the same idea.

It sounds like you have a clear idea about the "who/what/where/how" of the plot. Is your question how do you actually start the writing of this? I find starting stories to be one of the hardest parts of writing. I don't know if you're the outlining sort - heaven knows I'm not XD - but making a detailed outline of even just the first few chapters can really help. Or try the phase method [[if you don't know it, there is a link to it somewhere on the forums]] - I like that one best.
Or, just write. Don't stop to think about what you're writing or whether it's good. Just write to get something down and later you can go back and revise it. The important part is putting down words.
