I have a suggestion: why not make the Critiques, Feedback and Novel Swaps section crit for crit?
As in if you give a critique to another person that person is obliged to return the favor and critque the person who commented on him (maybe he posts a link to his piece, to make is easier)
I think it would help keep the board moving

Do you have a specific time when you critiqued a novel and not recieved an offer in return? I have critiqued a few things and each time I have gotten offers to critique my novel in return.
