It's not number of sex scenes, it's the focus of a book. If it's a romance with sex, it's not erotica. If it's about a character's journey sexually, it is.
But if it's mostly sex, and the sex is aimed to arouse as well as further the story, I'd call it erotica. Someone'll come over with a better definition than that.
