A fantasy can be tragic, as well as a mainstream literary novel, a YA sci-fi, or romance. To me, it seems more a flavor of a story rather than genre. But keep in mind, I'm the person writing a steampunk-esque YA fantasy thingy, so my view could be skewed... Not enough room! I'm not sure that tragedy is a standalone genre - as Ramblejack noted, tragedies can be in any genre. You can always change your genre in your novel profile to "other" and enter whatever you like!
