Yes, I think you could present a book in that format. Although you would have to ask yourself - why are you not just writing a script? Why is there no description of any action? If you've got good reasons behind it, go ahead. =)
It could be in a book format, but it wouldn't be a novel. It would be a script. I do know some people, however, who write narrative and then their dialogue is scriptish. Just a script does not a novel make, though.
