I'm as surprised as you are to discover a functional 2010 archive. This is not something the tech team has informed me about.
All archives from the past few years exist, they're just, as far as I knew, private. So the answer to your first question is "I have no idea" and the answer to your second is "yes, but it is not public."
You can actually get a glimpse of the old sites including 2010 (though it is a bit hit and miss) through the wonderful Wayback Machine. After you peek into the forums you either find them funny or despair as the same questions every year ;p

I have a quick question about the archives; two, in fact.
One, another user on a thread I frequent posted a link to the 2010 archive. If it exists, why isn't it on the Site Archive page?
Also, does the 2009 archive exist?
