Depends on your native language imho. I bet there would be people pronouncing it "Rül" (some german speaking people pronounce 'y' as 'ü' which is btw, different from a normal 'u'). I don't know though. I wouldn't add a second l.
as an author, either use common names with standard pronunciations, or resign yourself to the fact that some readers are going to pronounce it differently than you had anticipated and know that how they choose to pronouce it will have ZERO effect on their enjoyment of the work.
As a side note, it irritates me to no end when an author puts a pronunciation guide in the back of the book. I've gone through the whole book thinking of a name a certain way, and then I get to the back and find out I was wrong all that time??? What a bunch of bull. I'll pronounce it the way I hear it in my head, regardless of what the author intended, and that's that.

But yes, some people are going to say it differently and they're probably going to be upset if you tell them they're wrong. I spent three books pronouncing Hermione as Her-me-awn and wishing I knew how it was really said.
I would go with Rile myself. But . . . does it matter really? I mean, most of the people I know (like "inthemargins" mentioned above) pronounced Seamus as "see-mus", not the correct Shay-mus.
If you're hooked on how the name must be pronounced, work it into your manuscript. I had one character mispronounce Jenny (as Jinny), a thing the MC noted. Since the MC noticed it, I gave the reader the indication "Jinny" was an incorrect pronunciation. Other people pronounced it "Jenny" and the MC agreed with the way they were pronouncing. In a similar way, I introduced the pronunciation of "Draghixa".

Alternatively, because English doesn't have an umlaut: Ril, with a streched "i".

I'd say Rill, because it's spelt a little like Rhyl, which is a seaside place in England and pronounced that way. :D

For some reason I went with "Ry-al" first and then "Rile".
