Synopsis
All the world's governments have been replaced by a system based on Dunbar's Number--the "cognitive limit to the number of people with whom one can maintain stable social relationships". Every adult on earth is a member of an approximately fifty person group that governs itself. Those groups then join into coalitions of approximately fifty groups to form a larger group which is governed by a body made up of one representative from each smaller group. Those groups are then joined into yet larger groups, until we get--only six layers up--to a fifty person body governing the whole planet.
