If you want your own forum, all you need is for one person in your region to volunteer to be an ML (Municipal Liaison).

Maybe! Some areas already have high-functioning, monstrously encouraging MLs who have spent the last three or four NaNoWriMos honing their cheerful whip-cracking skills to an Olympic level. Other areas are ML-less, and could really use someone with a little organizational moxie. Starting September 1, you can drop our ML Headmistresses an email (erin@nanowrimo.org) to find out what the ML situation is in your area.
In past years, they were looking for people who were over 18 years of age and had done NaNoWriMo at least once before (a win was not required - just participation). I don't know if these requirements are still in place.

If you live in one of the above areas, please set your home region to that area. By setting your home region, you can receive notifications and emails from the ML(s) of that area, it will be visible as a regional lounge to you, and your ML will have a better idea of how many writers are in her area. That last one is especially important for when your ML orders official NaNoWriMo swag to give away to participants - YOU!
Whether you belong to one of the above countries, or you're still in Asia: Elsewhere, please get involved in your regional lounge. Say hello, introduce yourself, tell us a bit about yourself and what you're planning to write in November. Writing a novel in a month is a blast, but doing it with thousands of other people, some in your area, is even more fun! Plus we can help each other out, get past those hurdles, solve plot problems, share recipes for chocolate brownies or your favorite extra-caffeinated sugar-bombing coffee concoction, talk about those ninjas dancing around in your head and whether they're real or just a hallucination...

Got an update from Erin a few minutes ago:
New MLs: We're finally making some progress signing you up! One thing would help a lot: your user ID numbers. Don't know your user ID number? Don't worry, it's easy to find. Go to your profile page. In the URL bar you should see "http://www.nanowrimo.org/user/XXX" only instead of the XXX you should see a number. That is your user ID number. (If that's too complicated for you, just send me a link to your user profile.) I don't *need" your user ID number to sign you up, but it makes it much easier and much, much faster.

She also says:
New regions: I'm getting around to setting up new regions. You should get an email when a region is created and you are made an administrator. If you have any questions about your new region, let me know. As soon as you get the email about your new region, I suggest you go to whatever region you were posting in before and let all of your participants know that they should subscribe to the new one.
As I said in another thread, as soon as a new region is created, either I (if I have the superpowers by then) or someone else who does have superpowers, will move all threads related to a particular region to that regional lounge. So, go ahead and create as many threads as you want. However, it would be helpful if you preface it with "India: " or "Thailand: " or whatever the relevant country is.
At this point in time, there are two people here (from India and Thailand) who've applied to be MLs that I know of, but there could be more (please let me know if you have applied to be an ML). Please also keep a watch in this thread for progress if you've applied to be an ML, and if you have any questions or concerns, please post in this thread. Chances are, if one of you has a question, all of you has the same question. :)
