So. My main villain is going to be an Afrikaaner diamond baron. (Actually, he's the immortal incarnation of a dragon's hoard instinct, pretending to be an Afrikaaner diamond baron, but still.) Where would he set up shop, if his home/office in South Africa is just a front?
I was thinking, for some reason, Dubai. Is there much diamond trading going on in Dubai?

I was once offered a job interview with an African General who had "escaped" Africa with a large hoard of blood diamonds. His new headquarters were in Switzerland. Wherever you set up shop, check to see if there is extradition with the Hague courts, as many African Diamond Barons are considered humanitarian criminals.
