I don't know when NH was planning on telling us, but it's easy for them to win a Word War if MA doesn't even know there is one!
'
Maybe it's between them and Vermont and the Massachusetts - Boston Area? I'm going to write to the NH moderator, Tia Marie and see.
In the meantime, here are the rules, reposted from Tia's post (http://www.nanowrimo.org/eng/node/1029829):
The rules are simple. If you want to participate in the New England Word War, all you have to do is to respond in this thread by Nov 7, saying that you are participating as a word warrior, and post your word counts here. Then there will be four counting days: Nov 10, 17, 24, and 30.

Heard back from Tia. She meant MA as in Maine, not MA and she wrote that she corrected her original post in the NH forum.
So we're not at war. Relax, go back to planning your NaNo novel and gearing up for the usual wars we NaNoers fight -- against despair, procrastination and our evil internal editors.

Awww, I wanted a war! Can we declare war on Rhode Island, maybe?

Maybe we could have Dueling Massachusetts instead? There are eight territories and although some of us may have joined more than one, we would have to pick one for the word war.

So how is MA, Maine? I hope they are not writing a geography based novel.
I propose we have a war against New York. Wouldn't that be fitting?
