It's really easy to set up a blog and go on blogspot.com and you can add lots of different users so lots of people can post items.

How big of a website are you thinking? If it's just a basic group site with calendar, blog, pictures etc. I can help! Graphic design is a hobby of mine and I know basic website building stuff. If noone else is willing I can help. I'll PM you.
