People of Britain, people of the World:

In the seven years since this Union was formed, there has been rising a tide of disunion among the citizens of this great nation, and indeed among the citizens of the world itself. This tide is called Anti-Unionism, and it threatens everything that we have worked so hard to build. We have shored up our Union with dams of Soldiers and levies of Order, but still it is not enough. This disorder, this unrest, this disunity is a covert threat; it rises silently in the night and steals away our sons and daughters, our friends and neighbours. It takes them and turns them and throws them back against us, corrupting what once we loved in the name of a petty nationalism. This nationalism causes nothing but war and and death and destruction and fear, fear of fellow men whose only crime is that they look differently than we do, and talk differently than we do.

These Anti-Unionists, these rebels, cannot be reasoned with, cannot be made to see that only Union will bring peace. They do not desire peace. And so shall we not give them peace. They desire disorder, and so disorder shall we give them. They give us violence, and so shall we give unto them violence and war, until they can trouble us no more. Until no more can they corrupt son and daughter, friend and neighbour, until no longer do they turn brother against brother and father against son.

To this end I come before you to announce the creation of a new force, a force to bring Union to the disunited, and Order to the disordered. A force to bring a final rest to the restless that we may have unrest no more. In this spirit this force is called Requiem, and with them may we bury, God willing, all who would with force of arms challenge this most sacred Union of all the peoples of Earth.
