By the Gods, the Empress' Advisory Council would have a fit.
According the the Council, they 'encouraged' all men and women to marry, and have children by the time they were in their 30's. Rupert thought this was an annoying encouragment....but considering how the human race had been dwindling since the Catastrophe, well, he couldn't blame them.
