It's all on the honour system.
The long answer is that this is, ultimately, a competition against -- or a test of -- yourself. If you cheat, you are only cheating yourself. If all you want out of this event is a pretty PDF saying "Winner", all you need to do is write five words, copy-paste them exhaustively, and submit the final result to the word-counting robots at the end of the month. In that way you trick the website into acknowledging you as a winner -- but how do you trick your own conscience? ;-)
And what do you do when you tell your mates that you won NaNoWriMo and they ask to read your novel?
No, it's all on the honour system because it's all about personal achievement.
(And I truncated the subject 'cos the site was telling me it was too long?!)
