I have been looking everywhere and cannot find it. I know it exists because I remembered it for two seconds and had nothing to write it down with. Now I'm stuck.

It's a single word, I think. The definition is something along the lines of "something is subject to one's own authority/will," when talking about a specific object. In the case of my story, the "something" is magic. Can anybody find anything?

Do you mean within one's jurisdiction? command? mastery? purview?

Maybe subjugate...

I need it for a law. Like Newton's laws of motion? This world's first law of magic is that magic is subject to the caster's will/cannot be worked beyond the authority of the caster/castee. It's strange.

I think Junkfoodmonkey is probably on the right lines with Thrall, though I would suggest 'enthralled'
The Free online dictionary gives this definition
en·thrall (n-thrôl)
tr.v. en·thralled, en·thrall·ing, en·thralls
1. To hold spellbound; captivate: The magic show enthralled the audience.
2. To enslave.
