Being a native of Atlanta, GA myself, I don't know much about the current fashions in Portland... could anyone give me some insight on what anyone, from their late teens to mid-fifties, would wear? I would GREATLY appreciate it.

Black leather jackets or coats are very popular for men and women in Portland. If you want a good idea of what people wear, you might try going to Pioneer Place or Clackamas Town Center. But I would say eclectic is pretty common.
I personally buy most of my clothes at Goodwill.

Portland is a city of eclectic yet comfortable fashion. We wear anything from a simple jeans and t-shirt (usually something with a retro/funky/simple design), to leggings with a skirt and some form of loose-fitting shirt. When thinking fashion in Portland, the time of year also needs to be taken into account. In the summer it can get pretty warm, and as a city more used to the cooler temperatures, we break out the shorts and tank tops pretty much once the thermometer hits 80 degrees. The fall and winter are generally closer to the 50s, ranging anywhere from 60 at warmest to around freezing in the winter. We wear heavy coats, a sometimes layered with a hoodie, scarves, knit caps, and gloves (either fingerless or not). Our style is very indie, which is also what our city is known for as far as music goes.
Hoodies, knit hats, converse shoes, and jeans are popular in the city, but again it all depends on which season you are setting your story in, as Portland has four very distinct changes in weather.

Portland is also a very crafty city in general. The majority of people have some kind of crafting hobby and everyone knows at least on person who does. Between this trend and the Saturday Market most people have at least on or two items on them that are homemade and often of ecclectic ethnic origins.
Also in taking a stroll downtown Portland you see an interesting mix of cultures and it isn't uncommon to see whole groups of people in traditional Hindi or Muslim outfits.

You may want to take a look for this on youtube or some such place.
i believe in February, at around midnight on such a date, there is a Nude Bicycle ride/ event through downtown. That may be the place to start when you consider Portland fashion. Anyone in the know knows that wearing a bicycle is the foundation to fashion success.
