If you find a forum post from the person you want to add, you can click on their name to get to their profile, then, on the left hand side of the page, there's a link to add as a buddy.

Otherwise, you can go to "Search" at the top navigation bar of the page, search by author's name, click on the name after you find the one you're looking for, and then use the link to add as buddy on the left-hand side of their author profile page.
