In my free time I'm fleshing out my small midwestern town, and wondering what I'm missing.
I have thus far -
Bank
Harnessing Shop
Mercantile/General Store (for tobacco, fabric, candies, and other misc.)
Tavern (would this be a pub, bar, saloon, or tavern in 1910?)
Inn
Sheriff
Post Office (by rail)
Lumber yard
Mill - for flour/grain
Boarding House
Church
Blacksmith
Livery/Stable
Anything I'm missing that would keep my town self-sufficient?

Your watering hole would be a saloon or bar, never a pub and only possibly a tavern.
----------What you're missing is a Barber Shop. Gotta have a place to get a shave on Saturday night, not to mention an occasional trim. There would also likely be some sort of cafe, probably near the railroad station or bus depot, maybe included in one of them. You might also have somebody who is starting to deal with the automobile, although this would vary widely depending on location.
