so A preacher is quoting scripture that has a quote in it. do I put quotes around the verses of scripture and then like apostraphes around the part of the scripture that is talking.........

It could be something like this:
Preacher Sam said, "As you are all well aware, the Bible says 'And Moses spake unto the people and cried 'Here there be laws!''"
(Be sure to close all of the quotes you begin)

Yeah, you're basically alternating between " and ' when you quote within a quote, but you need to make sure you close all of them properly. Even then, it'll be confusing if you do it too much.
So, for example:
Rob said to Lily, "I know I heard this before, you said 'turn the other cheek' and I did it. Why aren't you doing the same?"
To add another level, you'd add quotes again. For example:
Lily said mockingly to Tom, "And then he looks at me with a sneer on his face and says 'I know I heard this before, you said "turn the other cheek" and I did it.' God, I hate that man!"
