The basic elements of my novel are
...set in a post-apocalyptic New York City...
...an America run by a dictatorial leader who's left most of his citizens for dead...
...a reluctant heroine decides to lead the city in revolution....
I can't decide if it's Sci-fi or Adventure. I'm leaning towards Sci-fi but it's not set on another planet or in space.
Please tell me what you think.

Uh, a sci-fi story doesn't have to be on another planet or in space. It doesn't even have to be in the future or anything. All a story needs to qualify as sci-fi is to have a lot to do with fictional science.
You short description didn't really say anything about science, so you may be thinking of the entirely wrong genre for your story. However, Post-Apocalyptic IS a category of its own.
----------Depending on what you have planned, you could also list it as action, adventure, or drama.
