Hi and Welcome!
You'll get this error if you did not enable the option on your User Settings screen.
Go to My Nanowrimo. Then Edit User Settings.
Scroll about mid-way down and you'll see a setting "Allow Private Messages". Check it. Then scroll all the way to the bottom and click Submit.
That should do it.
