For me, it'd boil down to the quality of the stories in the magazine. I wouldn't hesitate to hand over good money for a good read. You can never have too many good reads. :D

Yes, though from my experience the problem isn't really in finding an audience, it's in getting people to submit their works in time for the deadline so you can get the thing out.

I'm always hungry for new speculative fiction. Also depends on how much it is. Having electronic copies are a good thing too, especially for those of us who aren't there to buy it. It'll save people money to public it lowering the cost.
Also make it that people can download it in ebook format like epub or bebb.
