A high-level wizard councilman must make a tough decision when the ruling wizard government begins interfering with day-to-day wizard life.

Vasilis turned and began to circle around Ozai. “We had this discussion when she was born, Ozai. No matter how she manifested, she would not be turned over to the Council. Her status would remain a secret. She would be nurtured and brought up to respect her abilities. We agreed on this.”
Ozai’s face broke for just a moment. “We had a change of heart.”
Vasilis stopped and turned, his face twisted in confusion. “Why?”
Ozai took a deep breath. “Look at her, Vasilis. She bears all the marks, all the signs. She can’t be allowed to live!”
“Marks? Signs? Of what?”
“The White Devil!”
Vasilis’s expression morphed from shock to disbelief to anger. “You MUST be joking.”
