Can people scuba dive in any body of water? Or do they need a permit? How are permits obtained if that's the case? Can someone scuba dive in a public park lake? Are there any places that scuba divers can dive freely in? Thanks.

You need a license to be able to dive, and you can get one by taking a scuba diving class at the Y or something. You can dive in lakes, I"m pretty sure, unless the city owns it. If you go diving you have to put a flag above the water to show that there are divers there, and that boaters should be careful.

Unless rules have changed recently, scuba divers do not need a license. But reputable dive organizations/clubs/divemasters DO expect you to have proof that you've successfully completed a PADI scuba diving course. Many dive outfits in resort areas take tourists who have no training on scuba dives. You can dive in any body of water that is not posted or otherwise restricted for some reason.
There are many types of diving to suit various tastes: wreck diving, cave diving, reef diving, night diving, lake or river diving, even diving in filled in quarries! The site chosen depends on the diver's common sense and personal awareness of any danger associated with the dive site.
