It's not really a big part of my story, but it's a constant. I've got a plague (collective term) of teens that hang out at a graveyard every week or so, and I need them to be doing something pretty much, er, wrong/illegal there from week to week. Like I said, I don't dwell on it much, but I need it to be something that can be done multiple times (unlike headstone tipping) that is definitely illegal. There's about 8-10 of them (teenagers, that is), so they've got quite a few pair of hands. . .

Graveyard where teens hang out =Pigeon Park (the grounds of a cathedral in the city centre)
Things that happen there (mostly NOT things I did):
Under aged drinking
People smoking pot/ sometimes doing other drugs
Graffiti
Skateboarding (which isn't allowed there)
Fights
Playing loud music (mostly rock/ metal since we were all goths/ rockers ect)
Occasionally people used to set fire to things
Sitting or the gravestones/ monuments
Generally being in large groups which were seen as threatening
Annoying the police
Climbing the monuments/ the cathedral
Tying people to lampposts
Improvising sword fights with crutches
Playing live music (there were loads of musicians - mainly guitarists around)
Thats about all I can remember but feel free to PM me if you want to know anything in particular (I think I'm pretty up to date since I only stoped hanging out there about a year go)

Well, me any my friends hang out at this one park, usually after dark and while we don't do anything illegal, a lot of other kids we know that come with us do.
Smoking pot/ coke
Making out (not illegal persay, but I know for a fact that plently of kids go farther)
climbing on top of the community center near the park
climbing on top of the park equiptment
graffiti
fist fighting
crank calling
gossip (this was a big one.)
Spin the bottle/ nervous/ rainbow push (ew...everyone hated this game but we were all too afraid to say so. If you don't know what it is, PM me and I'll tell you but, I must warn you, it's rather icky.)
Drinking
and generally acting like idiots.

I live right next to a graveyard, and I've spent quite a bit of time using to to get away with things I shouldn't. Graveyards are basically deserted after dark, but mine at least is never locked up or such. Are they doing this during the day or night? Because if it's during the day they're going to get in all sorts of trouble, because mourners do not take kindly to belligerent youths having sex on grandpa's headstone. If it's at night, they'll get away with it easily.
My ideas:
Mostly sex. The graveyard is huge and dark and no one's ever around at night, so it's really easy to get away with it. This isn't always true -- a friend of mine got caught having sex in a different graveyard by the police, and got into all sorts of trouble. In my graveyard I don't even bother to be careful and do the whole clothes-on-just-in-case-you-get-caught thing, because I KNOW there's no way anyone is going to catch me.
Drinking too. Never smoked weed there but always wanted to. Pretty much any other drug you can name. Graveyards are quiet, and people usually don't try to talk to you.
The night before I turned 18, I went down to the graveyard with some of my friends and my then-boyfriend and a huge bottle of gin, and we got very drunk and had a make-out party.
I suppose they could play pranks, like painting headstones, stealing the bouquets/balloons, putting political yard signs all over the place, sticking bumper stickers on headstones, tagging the mausoleum, etc.
They could be Satanists or some such, and have ritual sacrifices.
Loud music probably wouldn't work. Graveyards are frequently really, really big, and if you're right in the middle you're far enough away that people might hear the music, but probably won't complain. Anyway, when you're hanging out in a graveyard at night, you're usually trying NOT to get caught. Or are they trying to be obnoxious?
Once I was leaving the graveyard and it was about 4 in the morning. We were trudging back to the car, and it was a long walk (this particular cemetery is ENORMOUS) and the sprinklers came on. We were all drunk, and it was dark so we couldn't see anything and got soaked. It was pretty funny, and might make a good scene.

sex, drinking, drugs. If you need it ALL to be illegal, have a lot of the sex be between "adults" and minors.
It sounds like you're using this to get at least some of those characters discovered and then arrested or something at some point.
If that's the case, maybe the reason they get caught is because they all get really really drunk on someone's birthday or something, get too loud, and get destructive. Someone notices and calls police.

They could dig out the corpses. Or at least buy fake skulls and stuff and then make it look as if they unburied some corpses and left the bones scattered around the graveyard.
