"Susan! Susan!"
Susan turned as soon as Josephine screamed her name. She brandished a rolled-up newspaper like a sword. She practically threw it at Susan.
"Read it!" she gasped and rested her hands on her knees to catch her breath. Susan stared at the other girl for a second, at her wild hair and eyes, then unrolled the paper.
Her breath caught - she felt as if she had been punched in the stomach. Her hands shook as she smoothed out the front page and began to read the main article.
"Magical Cooperation Act Passed Parliamentary Vote!" the headline proclaimed. "All magic users required to register."
